Is the Sun, Moon and Rising the same as a full birth chart?

No. The Big Three are only three placements. A full natal chart also includes planets, houses and aspects.

Why do I need my exact birth time?

The Rising sign changes relatively quickly and depends on the local horizon. A birth time that is substantially wrong can change the Ascendant.

What if I do not know my birth time?

You can still determine a Sun sign in many cases, but a reliable Rising sign requires a reasonably accurate birth time. The Moon can also change signs around the date boundary.
